This study was performed to analyze the influential factors of urban center decline. which has been troubled in Koreas metropolises. through case analysis and to derive politic suggestion. In line with these objects. the influential factors of urban center decline were researched and hypothetic relation was analyzed by using a structural equation model. As the result, it was known that physical and environmental factor, economic factor, and social and cultural factor have significantly had influence on the urban center decline. In particular. the influences of economic, social and cultural factor were more remarkable in this study though urban center decline is influenced by physical and environmental factor, that is, the transfer of physical space. Specifically. urban space should be regarded as a multi-dimensional space mixed with social, economic and cultural factors because it is being continuously changed by such factors. Likewise, its countermeasure should be researched in such an aspect.

This study analyzed the appropriateness of institutional adoption under Economic crisis in korea and focused on the failure case of Dishonor Deferment Agreement Institution. The variables for case analysis are composed 4 factors. which are the economic situation for adoption of that institution, the government intention of such adoption, the interaction mechanism of actors(government, firms. banks), the performance of that institution. The results are as follows. The Dishonor Deferment Agreement which government has introduced in 1997 was a temporary and redundant rule of problem-solving in overcome of economic crisis. It was an defective institution not afforded the leadership among actors for solving firms’ bankruptcy, the fault of cooperative interaction mechanism. lacking of coercive power for making actors guiding in decision, and the unexpected performance resulted from this defective institution. The implication of analysis is that government has to adopt a good and enough institution in response to the crisis. It means an institution as a rule of problem- solving like economic crisis has to equip the definite factors not only co-existing incentives between government’s intention and actors’ action but also interactive cooperative system among actors and compulsive power in an institution.

This study is concerned with the impact of organizational commitment and emotions on organizational citizenship behavior(OCB). The research question is: Which one, between the two variables, organizational commitment and emotions, is the stronger independent variable impacting organizational citizenship behavior? Data from hospital workers by questionaries were used to test three hypotheses. All hypotheses were tested statistically significant. Organizational commitment and emotions are individually or independently strong in causing OCB. But when two variables were put at the same time in the multiple regression model, emotions played a stronger role than organizational commitment. The result is consistent with the proposition that doing job does not cause directly organizational performance. This is more true in public organizations like governments, hospitals, and social services than business organizations.

The regional economy consists of both the regional growth and the regional distribution, But there is not always agreement between the regional growth and distribution in specially Korea where the residential place and working site are largely different. Thus the previous study suggests that the local coordinating fund led by the central government be needed to correct discrepancy between regional growth and distribution. This study deals with Kyounggi-Do which suffers from the most efflux of the regional economy. It analyses the influx and efflux of the regional economy of cities and counties in Kyounggi-Do and suggests the change of distribution criteria of the General Local Compensatory Grant, which is a representative local grant managed by Kyounggi-Do, to compensate the efflux of regional economy of each city and county. If the efflux of regional growth is to be considered as a new standard of distribution of General Local Compensatory Grant. General Local Compensatory Grant will promote the equity in its distribution and the efficiency in resource allotment among the cities and counties.

This study dealt with Korea’s Separation of Prescribing and Dispensing Policy. The purpose of the study is to explain who are the major actors in the Separation of Prescribing and Dispensing and what makes the change of the policy network. This study also tries to find out what strategies each actors in the Separation of Prescribing and Dispensing Policy Network employed and how they worked. One interesting finding is that there has been considerable instability in the new medical policy network. The government-initiative State corporatism or iron triangle type of subordinate government at initial stage has been changed into pressure pluralism or issue network with interest groups`` or NGOs’ strong interest as time passed. Lobby is an important factor to be considered. Interest groups lobbied the delay of policy through Congress or governmental department. Negotiation or compromise was very low in policy network.

This study analyzied the characteristics of the industrial growth of Gwangju-Jeonnam. The results of location quotient analysis and shift-share analysis are as follows. First. the industrial growth in this region strongly depended on the national growth effect. This result means that there was no leading industries in the region. And this says that the main task for the development of this regional economy is the selection of key industries and developmental strategies of thoses. Second. the industrial growth in this region also depended on a small number of big enterprises strongly. This says that the developmental strategies of small and medium enterprises jointed with big enterprises of other region is important. Third, some manufacturings showed positive growth. in spite of negative national growth effect. because of positive industrial mix effect. Assembling metal-products&outfits, machinery&outfits. electrical-machinery, television&communication equipment and transport equipment are examples. This conveys implication that the selection of high-tech and high-value-added industries is important to activate the regional industry in term of long-rang plan.

This study is based on the assumption that elements of theories of civil society and partnership as well as those of theories of new public management ought to be applied in order to establish a urban governance. In particular, as elements of new public management have produced side, so a concept ot new publicity has been raised in order to stress the role of the public sector. From the perspective mentioned above, unless our civil society are mature enough and the relationship between the government and civil society are developed to a level of equality in terms of policy power, an urban governance with a high level of citizen participation cannot be established. Towards an urban governance with a high level of citizen participation perceptions of public officials, in particular high level of public officials towards civil society, should be changed in favor of civil society.

The purpose of this study is to explain the process of social welfare policy making by analyzing the role of participants and the policy environmental factors related with the public health insurance policy. Especially, the main point is to analyze what is impact of social economic environment on policy making and the degree of impact of participants’ role in the public social welfare policy making process. For this matter. this study divided the term related to integration of public health insurance into Rho, Tae-Woo government. Kim, Young-Sam government, and Kim, Dae-Jung government. Moreover, this study gave a conspectus about the overall context of the process of public insurance policy making. And, finally I analyzed the policy making process based on the literature review to understand the variation of major participants.

In Korea government, because various evaluation systems are being operated disjointedly and repeatedly, which imposes a heavy burden on public employees, it is impossible to increase synergy effects by linking to the other evaluation systems. It was reality that evaluation was executed indiscreetly without the establishment of the valid evaluation measures system, and then it was difficult to meet a key purpose of evaluation to utilize information and knowledge created by the execution of evaluation. Based on the analysis of the evaluation system and evaluation measures system in the advanced countries and the review of the meanings and importance of performance evaluation and measurement in performance management, this study tries to search the improvements of evaluation measures system in korea for implementing the integrated performance management and responsible administration in public service and for increasing the quality of public service to satisfy the general public. The study also suggests alternatives for improving evaluation measures system in government agencies.

Since the year 1980 the dissertation is fixing a focus on employment policy and change of the government against the influx of a foreign nation which increases steadily. The small and medium enterprise of recently Korea 3D types of business in the center manpower supply and is many with imbalance, it is difficult standing. The employment theory against an external manpower will follow in a political und economic situation, it could be asserted with complement theory and transfer theory, but the employment policy of the government is near the complement theory which emphasizes the pliability and the stable manpower supply. The government is introducing overseas investment enterprise trainee system, trainee employment system and foreigner employment license system. The policy of the government in the influx of a foreign nation: is not a consistency and it changes in politic and economic situation. Hence, it is difficult for the enterprises which use the manpower of a foreign nation because of changes against government’s employment policy of a foreigner. Consequently the government has an urgent need to construct the pliability und systematic management regarding the employment policy of a foreign nation and a work movement.

The main purpose of this study is, what kinds of the organization culture types are in the Ministry of Culture and Tourism through Quinn&Rohrbaugh(l983)’s competing values model(CVM). And also what kind of relations between organizational culture types and organizational effectiveness. For the last, searching the potentials through the result of this empirical study. The result of empirical study, first, the 4 classes of organization culture types were balanced but the rational culture was a little bit higher in the Ministry of Culture and Tourism. And at the organization effectiveness the job satisfaction was a little bit higher then the organization immersion. Second, organizational culture gives influence to job satisfaction but it is inertia at organization immersion. Through this organizational culture gives an influence to organizational effectiveness so there must be a strategy change.

It is getting emphasized to evaluate the performance about policies and services that the public sector builds and provides and it is obliged for the public sector to be responsible for managing and improving its performance as the private sector has been doing. But lack of knowledge and experience on enhanced performance evaluation and management systems are hindering the public sector from introducing and implementing new performance management systems in its organization. To solve those problems, this study has started and finally derived the useful methods and general guidelines which public sector should keep in mind when BSC is introduced new management system. As the various approaches on reformation efforts of public sector and making it open to civilians are making their active introduction, it has escaped the approach of dichotomy between public and private affairs and a field called ‘New Public’ where the government and the people join together. This research sets the focus on the process and details of debate on introduction of Marketing Test which is being actively promoted as an important method of public services and administrative reformation for Japan and has concentrated on what suggestions this system would give to Korea’s situation in the future. In the circumstances of our country in which the various arguments on making public sector to civilians and where the argument of introducing systems like Compulsory Competitive Tendering is being unfolded, the diagnosis on Japan’s preceding case would become a meaningful task. In such line of connection, I have examined the details, process of introduction and strategy for Marketing Test which is being actively promoted by Goizmi administration and attempted an argument on achievements and limitations of Marketing Test based on assessment of model project performed in 2005. And through this, I have tried to derive what suggestions the reformation efforts of public service by Japanese government give on our country``s administrative reformation. Especially, I have derived the key issues and opinions related first considerations such as the problem of public interest and responsibility that is being visible until now under the purpose of importing the system to scheme effectiveness and improvement in the quality of public services, establishment of realistic competition system and system or environment services and attempted to present the objective of the argument.
